~Anonymous: Here's some instructions that differ from those above. Press * for English. Then it will ask for your SSN. Enter that and press NOTHING ELSE. If you do not choose a menu option, it will connect you to a human. I held for ** minutes before I got a very helpful and courteous human. Remember that it's not the customer service rep's fault that there is a high volume of calls, so there's no reason to be rude to him or her because you had to wait. :-)

~Anonymous: I'd give them a two out of five for ease of finding your way to help.
GetHuman: What about quality of communication. How would you rate that on a 1 to 5 scale?
~Anonymous: I'd give them a three out of five on communication.
GetHuman: And what about The IRS's ability to quickly and effectively address your problem?
~Anonymous: For that I would say four out of five.
