~Penguin: Rep couldn't understand anything I was saying. She didn't speak English well at all. Couldn't figure out where the money deposited into my account went. The first time someone sent me *** it took SIX MONTHS to put the funds into my PayPal account. I wonder how long the *** will take. Isn't much I know but I wonder how many clients they are doing this too? I think it is illegal however no one ever calls them on it. What the **** is this country been sold out to these banking institutions for? Anyone out there know what the tax paying public gets in return?

GetHuman: And what about PayPal's ability to quickly and effectively address your problem?
~Penguin: For that I would say two out of five.

~Penguin: Call them early in the day or late. Don't forget any personal or account information you might need for PayPal to know who you are.
